Yes it is, with wheelchair access from Garland Street and maybe more. It has accessible elevators and wheelchairs for use when there if needed. It seems to have a dedicated accessibility policy making it a great venue for all. The website will give details of all accessible entrances and centre staff are most helpful if you ring or email.
Of course you can! There is a large room w/tables on the first floor near the Randolph St entrance. Its perfect for eating lunch you might bring in. Sometimes there's a band.
